It's very simple, actually. Victor Milan rehashed Team Phoenix from his long dead Guardian's series, and brought it into Mark Ellis' Outlanders. Maybe it was an attempt from Mr. Milan to inspire Gold Eagle to give these wannabes from the 80's a series of their own, maybe it was a slap...
